Planning applications

Applications are announced on South Cambridgeshire District Council’s (SCDC) Planning Application Search system.  This allows you to look at any application in South Cambridgeshire, with records going back to 1948 (the latest are first) – including a Hatley section.

The Parish Council receives notification of all planning applications concerning development in Hatley.  Residents whose land is adjacent to the property where a development is proposed also receive notification.

Applications are discussed by the Parish Council either at a regular meeting or at an extraordinary meeting, which will be advertised on the village notice boards and on this website.  Members of the public are welcome to attend these meetings.

The Parish Council submits its comments to South Cambridgeshire District Council.  Members of the public may submit their own comments to SCDC.

The SCDC website also includes an 'Apply for planning permission' page with links to application forms etc – called collectively the Case file.  This note on 'Larger home extensions' may also be helpful.

Current application(s)

S/3309/18/FL – a planning application for Barn Farm, East Hatley for the erection of an agricultural workers' dwelling.  

It was considered at the Ordinary Meeting of Hatley Parish Council on 16th October – because nothing is known about the viability of Barn Farm's business, the Parish Council will repeat its comments to SCDC from three years ago.

The consultation period ends on 19th October 2018.

Planning application notice


S/4601/17/FL – a planning application for Moat Farm, East Hatley for change of use of domestic outbuildings to two dwellings (part retrospective) was refused by SCDC on 10th July 2018.

In September 2018, the applicant lodged an appeal with the Secretary of State against the decision – it is to be determined by the Planning Inspectorate based on written representations.

Any previous representations made to SCDC regarding this application will be forwarded to and considered by the Planning Inspectorate in Bristol.

NOTE  Hatley Parish Council will not be meeting to consider this appeal as all previous comments and recommendations made by the parish council will be reviewed during the appeal process.

S/3193/18/PN – a planning application for Holbeins Farm, East Hatley for prior notification of proposed demolition of single storey twin pitched asbestos barn.

It was discussed by Hatley Parish Council at an Extraordinary Meeting on 11th September.

The consultation period ended on 19th September 2018 – although now passed, anyone can still 'Comment on this application' as long as it says so on the SCDC website.

NB  This application follows application S/2535/18/PA for notification for a proposed change of use of agricultural building (not the one to be demolished) to a dwelling house (Class C3) and for associated operations development which was refused by SCDC.


S/2866/18/VC is a NEW planning application from Cambridge Gliding Club Limited (for Variation of Condition 4 (Aerotows) 5 (Flying activities) 6 ( Self launching sail planes) 7 (Hours of Operation) 8 (Aerotowing Equipment) of Planning consent S/0607/90/F for Use as Gliding Club and ancillary purposes.

The major points of the submission are many more tows and longer operation time – which will mean much more flying over Hatley.

The application was discussed by Hatley Parish Council at an Extraordinary Meeting on 14th August.

Although the deadline for commenting on the application has passed, anyone can still 'Comment on this application' as long as it says so on the SCDC website.

Planning application notice.

S/1083/18/VC – is Cambridge Gliding Club's previous planning application (for variation of condition 4 (aerotows), 5 (flying activities), 6 (self- launching sail planes), 7 (hours of operation), 8 (aerotowing equipment) of planning permission S/0607/90/F use as a Gliding Club and ancillary purposes) has been withdrawn.

The Club issued this statement:

'Cambridge Gliding Club Ltd have withdrawn the application for Variations in Conditions made in March 2018 and reviewed under HDC/SCDC references 8/00548/S 73 and S/1083/18/VC respectively.

'This is because of a number of objections to that application from Parish Councils and local residents. The majority of these objections related to the limitations on the daily number of aerotows and latest time for evening aerotowing contained in the 1990 Planning Permissions which CGC were seeking to amend.

'CGC has always recognised that its operations can impinge upon the local residents and countryside and continues to seek ways of mitigating these whilst meeting CGC's operational, environmental and safety needs. Consequently CGC have carefully reviewed all objections to the original application and will be re-submitting a revised one with significant modifications intended to mitigate the objections raised. Some objections did not relate to planning issues and so are beyond the scope of this re-submission. The revised submission will seek to amend all four of the conditions originally applied for. We did not, and will not, seek to amend the condition limiting the use of the airfield for gliding related purposes. This protects the community, and CGC, from fixed wing, non-gliding related, aircraft movements.

'The re-submission will contain a fixed number of daily aerotows and a provision to exceed these on a limited number of days annually to cater for competitions and exceptional circumstances. There will be a requirement to electronically notify HDC/SCDC Planning Departments of predictable events which might exceed this daily limitation and to electronically notify the Parish Clerks of all PCs which are members of the CGC Consultative Council for reference, advising them of any predictable major competitions, or other such events, for the forthcoming season.

'We are advised by HDC/SCDC that the re-submission must be submitted by them for consultation to the same parties as the original. This means that the PCs and local residents will have 21 days from the date of notification by the planning authorities to comment upon them: additionally, because of the objections raised by some PCs, each Planning Officers' final report must also go the before each District Council's Development Management Committee for consideration.

'Although CGC held a PC's briefing meeting prior to submission of the original application, and addressed many issues at a subsequent Consultative Council meeting, it is not possible to repeat this in a workable time-frame for the re-submission. However, if subsequent to notification of the full details of the re-submission by HDC/SCDC, any Parish Council would like either of the undersigned to attend a Parish Council meeting to answer any questions relating to the re-submission which the PCs, or members of the public, might have please contact the undersigned via office@camgliding.uk. The only limitation could be the availability of the CGC team members on a particular day.'

Barn Farm - approval situation, March 2017

Planning application S/2835/16/FL.  A planning application by Mr and Mrs Hook of Barn Farm, East Hatley, for retrospective application for the continued siting of a caravan.

SCDC has approved the application subject to the following conditions:

Condition 1
Agricultural tie
The occupation of the caravan shall be limited to a person solely or mainly working, or last working in the locality in agriculture, forestry, or a widow or widower of such a person, and to any resident dependants.
Reason – The caravan is situated in a rural area outside any established settlement where the Local Planning Authority would not normally grant permission for such development and this permission is granted solely in order to fulfil a need to satisfy the requirement of Policy HG/9 of the 'South Cambridgeshire District Council Local Development Framework Development Control Policies Development Plan Document' (2007).

Condition 2
Time restriction
The use, hereby permitted, shall be discontinued, and the caravan, hereby permitted, shall be removed and the land be restored to its former condition on or before 31 August 2018, in accordance with a scheme of work to be submitted to, and approve in writing by the Local Planning Authority.
Reason – Approval of the proposal on a permanent basis would be contrary to the proper planning of the area and to provide the applicant with an additional 18-month period in which to demonstrate compliance with Policy HG/9 of the 'South Cambridgeshire District Council Local Development Framework Development Control Policies Development Plan Document' (2007).

This is likely to be the last planning permission for the temporary siting of a caravan at the application site. The applicant should submit a planning application prior to the expiration of the current 18-month time extension for alternative residential arrangement at the site in line with criteria set out in the national and local planning policies concerning the construction of dwelling to support rural enterprise.
